The primary purpose of this book is to be used as an administrative guideline in an effort to start a canine program, enhance an existing one, and to educate administrators of the intricacies that are sometimes associated with a canine program. Numerous canine programs fail, become totally useless to an agency, are poorly managed and maintained, and are no longer respected for their potential capabilities by their fellow officers. Hopefully, the information that will be covered in this book will help to eliminate some of these problems, and can serve as a guideline for an agency or departmental administrators.
